Specify pit strategy in the performance file

Is it possible to add a function to specify the pit strategy per driver / team in the performance file?

For example by adding to the performance file the below team six's first driver would always do a one stop race:

Team #02=3,2
Team #03=2,3
Team #04=3,3
Team #05=3,2
Team #06=1,2
Team #07=2,2
