Don't show cars in standings as out when not enabled

They can be 'disabled' using a so called numcars tweak.

    It's part of GP4 Tweaker, there's a file called 'numcars.txt' in the 'gp4tweak_data' folder, and then I added the line "CarsEnabler = 0" which was missing from 'gp4tweaker.ini' to activate it
