I've started the work on a fork plugin, i will add pull request functionality later.
The new fork plugin uses the userrepo plugin as dependency and sadly there is a bug in the dependency resolution of SCM-Manager. So we have to wait until version 1.32 is released.
The fork plugin is now available over the plugin center. This first version is able to fork repositories, but does not have any functions for pull requests. The pull request feature is planned for version 1.1 of the plugin.

I think i can release the fork plugin together with version 1.34 of SCM-Manager.
Version 1.1 of the fork-plugin is released and support pull request. There is no support for comments at the moment, but they will follow with version 1.2 of the plugin.
Best way to get this new version?
Log in as admin, go to Plugins -> Miscellaneous section and you can install scm-fork-plugin version 1.1 from there. You need restart the server.
I had to download 1.34, I believe. Didn't see the update in my version. Thanks Angel.
Do we know if the pull request aspect works with SVN? I have GIT set up but my company is adamant about using SVN... :-(
Sorry, but the fork-plugin supports only mercurial and git.
