Plugin Uninstall fails without proxy

I set this to trivial because I'm unsure if there is something going on around in the background that I don't know.

If I install a plugin via the proxy, I usually turn off the proxy right after that (because I really don't need it after that). I can't uninstall the plugin unless I turn on the proxy again; is that suppose to be happening?

    This is not a bug, because scm-manager needs the connection to the remote repositories to collect the dependencies of the plugin. Without this step scm-manager does not know which dependency can be uninstalled.
