Redesign of managing access rights

Issue #975 new

In larger scaled installations with several hundred repositories you separate and organize your repositories in a directory structure.

In most cases a project requires more than only one repository which are then organized in a subtree directory structure.

Instead of defining access rights on a per-repository-basis (you have to add the same users/groups for each repository you add during the time) it would be a great benefit to allow permissions (also) on directory levels. Directories and repositories further down inherit permissions if not set individually.
