Add version numbering, or at least build date/time

We need a way to know what version a binary is. At least build in the time of build, if not more info. Ideally we'll also add a version number and update it when there's API breaking changes.

I am looking at adding the build date to --help output and maybe adding a version number.

Just add it to the --help output. This does nothing for R, but I don't really care right now.
