Develop a test framework for the R library

Sean Kauffman repo owner created an issue

Similar to the python library except that I’m not aware of how testing is normally done in R, and there shouldn’t be a similar problem with making sure it’s testing the right code. Right now there’s none, and that’s an issue.

    The rtest branch resolves this issue. There is automated testing for R on Linux and OS X. The Windows R testing is getting scrapped for now, I think.
