Clear does not set Count to 0

Following the changes introduced by eb1d623a611c, the Clear method crashes if called twice in a row on an event that contains handlers. This comes from the fact that fCount is not reset to zero, thus leading the second call to access fHandlers items when it has been set to zero length.

This was found with today's GIT content.
