Spring.Persistence gets suffix Delphi10Tokyo instead of Delphi10Rio using Delphi 10.3.2

Package Spring.Persistence correctly modified to use {$LIBSUFFIX '.Delphi10Rio'} but the project Options/Description still keeps LIB suffix as Delphi10Tokyo, and it fails to create the correct libraries for all combinations of platform and debug/release. I tested it with Win32 and Win64. The fix was to change the LIB suffix so that it matched the directive.
