Add support for Delphi 10.3

Attached is the setup for a preliminary 1.1.6 for 10.3. Theming support is not perfect yet.

Known issues:

• scrollbar and expand buttons of the tree not themed
• some icons are a bit scraggy on dark background

Where do you get your icons from? icons8 has a very nice collection and you can use them for free if you link to their site. See https://icons8.com/license/. We have a commercial license for our company and are happy with them.

There is also an issue with the Alt-F9, "Debug test at the position of the cursor in the code editor" in 10.3 Rio if the code uses the new inline variable/ type inference syntax. You get "An error occured (sp?) while parsing: 'End' expected found 'var'

Updated the setup to fix an AV on IDE start when Theming is disabled.

Updated installer again - it should now not choke on inline variables in Delphi 10.3 (untested so far)

This version seems to work pretty well on 10.3.x
