This is a limitation of Deluge. If a new RSS item has an old timestamp then it won't add it.

You can fix it by right clicking the feed in Deluge and clicking "Reset last timestamp". It's probably happening because you have more than 20 items in your feed... if you have stacks of feed items you might want to modify your feed to have ?count=50 on the end (or a larger number) so that it can process them all.
