OCN Tutorial incl. HubClientInfo implementation

The OCN tutorial must be brought on a next level to also showcase the posibilities provided by the HubClientInfo implementation (https://bitbucket.org/shareandcharge/ocn-node/pull-requests/32). The idea is that the OCN set up of the new tutorial (described here https://bitbucket.org/shareandcharge/ocn-demo/issues/3/ocn-tutorial-v11-incl-a-billing-service) can be used to make HubClientInfo GET requests. The following behviour would be expected:

• I can get the HubClientInfo information using the HubClientInfo GET request
• I can see the two CPOs and billing service when I send the GET request
