Path distances are nodata when path is not contained by the cost raster

If the analysis extent clips the path then it is possible for two sequential points to not have a connected path. This results in the path distance being nodata, and the analysis failing.
This cannot be fixed by fish tracker, so the best option is to raise an exception and try to provide feedback.
