annotation edit creates new ticket instead of editing

When you have made an annotation that has not yet been approved or rejected, there is an edit button that allows you to revise your own annotations. However, the edit function doesn't currently allow you to edit -- it creates a new ticket instead.

This is not happening now (i.e., editing does actually work). Whether the Polymer 3 upgrade fixed it or something else is unknown.
