Use drop-downs for creator and modifier on Review page

Ideally the creator and modifier would be drop-downs containing lists of people who have created or modified any annotations currently in the database. Currently they are autocomplete fields that look up all registered users plus "autocorrect." Care would need to be taken that creating an unique and up-to-date list of creators and modifiers performs well and that it gets recreated whenever the filter is cleared since new users may have shown up in the meantime.

Adding negation could also be a benefit, such as choosing "not autocorrect" for the creator.
