add a browser cookie to the isaac seeding

simon repo owner created an issue

Took a hard look at a couple of other random generators such as SJCL and seedrandom then looking at sources of seed data like fingerprint2 or clientjs. Seems that throwing cookie so that the server can add some entropy seems to be the only thing additional that looks promising.
