No Public Forks not enforced on forks (BB-5081)

If a repository has the option "No Public Forks" selected, the forks of that project cannot be marked as public. However, the fork allows the "No Public Forks" option to be de-seletced which would allow the fork to be forked again to the public.

Tip: Filter by directory path e.g. /media app.js to search for public/media/app.js.
