Issue tracker notifications send only to team user addresses (BB-6325)

On Admin tab it's possible to add notification e-mails. But bitbucket send notifications only if this address is registered on Account tab of repository user. This doesn' work for arbitrary address.

    Are you saying that if you enter an email address in a specific repositories' issue tracker, that address doesn't receive notifications? If not, can you be more specific, with screenshots indicating where the problem is and is not.

    Well, I give you an example. We have a repository with issue tracker. And we have a group of 5 users working with it. My goal is set notifications for this repository for some set of e-mail. I did it in Admin/Issue tracker settings/notifications page. Some of e-mails entered are e-mail that group users used during registration. Other e-mails are arbitrary and don't belong to any bitbucket user.

    Then on changes in issues tracker, we receive notifications only to addresses registered in bitbucket. Any other address entered doesn't receive notifications.
