Ability to hide Clone/Fork/Compare/Pull Request buttons (BB-6101)

I have my repository marked as private, but my issue tracker marked as public, yet on the issue tracker pages, the "Clone", "Fork", "Compare" and "Pull Request" buttons are still visible (and thus display some info I don't want seen).

Either hiding these buttons (for non-approved and not logged in users) automatically when a repository is private or allowing us control over who has access to see them would be fantastic.

As a side-node, being able to White Label the Issue Tracker on paid plans would be amazing.

Tip: Filter by directory path e.g. /media app.js to search for public/media/app.js.
Tip: Use camelCasing e.g. ProjME to search for ProjectModifiedEvent.java.
Tip: Filter by extension type e.g. /repo .js to search for all .js files in the /repo directory.
