Team as initial Patch Queue owner broken (BB-6723)

To Repeat: Choose Fork for an existing repo owned by Team Choose Create a Patch Queue near top right Fill in form, choosing the Team as the owner and using mercurial (I omitted series, but I doubt that is relevant) Submit form

Expected behaviour: New repo created, as patch queue of existing repo, with team as owner

Behaviour observed: New repo created, as patch queue of existing repo, but with me as owner

Work-around: Create patch queue repo as above, with wrong owner In the settings for the new patch queue repo, choose to transfer ownership to the desired Team
