Include OAuth consumer in Add SSH Key e-mail if added by API (BB-11002)

In a similar vein as BCLOUD-8054 (BB-9194), when a user adds an SSH key to a repository/user using an OAuth-authenticated application, that application's name/URL should be included in the notification e-mail.

Since the user will have recently authorized that application's access on the Bitbucket website, including the application name/link in the notification e-mail will help the user identify from where the new key originated, reducing surprise. If the user did not want that application to add an SSH key, the e-mail will tell the user which application to revoke in their account settings.
