Branch Level Monitoring (BB-11588)

In our organization, we use separate branches of our central repository for use by different teams. Consequently, when a teammate sets up to receive notifications against the repository, they end up getting "spammed" with many irrelevant notifications. We would very much like the ability to create a monitor for activity isolated to specific branches.
