When a repository has more than 3300 tags, the Download page might timeout (BB-11597)

In repositories with 3300 or more tags, calculating the tags and transmitting them to the client browser may take more than the timeout period, causing the page to fail. Please fail the tag enumeration more gracefully, to allow the other important features of the page to be accessible.
