API v2: list of pull request comments contains deleted ones which can't be distinguished from active ones (BB-11691)

/comments will give you deleted comments, as well. I think, a client usually won't be interested in deleted comments, hence they should be skipped. If you still want to report them, please include a "deleted" flag with such comments.
