How to pass the Pull-request comments to Jira ticket and vice versa

We want to customize our pull-request flow. Before bitbucket creates a request like we want to add few mandatory fields with out which user can not create this request.

1. Jira tickets comments.
2. Upgrade script yes/no, build number etc.
3. Few more depends on the use case.
