Restrict Team Account to only be able to create Private Repositories

We have had to set up a manual operational task to make sure that none of our team members create public repositories. I'd really like to be able to control this from REPO Creation by having a setting in my team account.

Make the Repository Creation a workflow.

1. What account do you want to create a repository for?
2. Main Form (with fields restricted depending on team security settings).

this would make administration of our repositories much easier and avoid an oh-oh situation.
