Unable to change a private repo to public & fork dropdown settings bug(BB-12019)

When trying to change a private repo to public, after trying to remove the check box "This is a
private repository", forking dropdown disappears and when trying to save the settings, an error will occur saying "Public repositories must allow forks"

Attempting to edit the Forking dropdown options and saving will cause it to revert to the old setting
