As a user, I would like a Pull Request generated by the Source Code Editor to retain reviewer IDs (BB-12055)

Whenever I edit a source file online in bitbucket and do it via pull request, I set reviewers but it never retains them. The pull request that is created has no reviewers. This has happened to me at least half a dozen times, and I have seen it happen to others on my team.
Either the reviewers should be added to the pull request, or it shouldn't provide the option to add them if it won't honor it.
