Team groups are invisible to non-team-admins that have admin on a team repo (BB-12658)

If a user belonging to our Bitbucket team has admin rights to a repository (but not admin rights to the team itself), they are not able to view our team groups in the menu on the Access Management screen of the repo to which they have admin access on.

It appears that only users who have full team admin are able to see the full listing of groups for a team.

It would be nice if repo admins could at least see the groups in the menu for the purposes of using the groups to grant repository access. I understand that you wouldn't want to allow a repo admin to modify the groups, but they should be able to see them in the menu in order to grant access to that repo.
