Issue links not parsed for large Wiki pages (BB-12419)

Steps to reproduce

1. Create a repository that has both a Wiki and an Issue Tracker.
2. Create a long Wiki page that refers to issues using the "issue #XXX" syntax.

Expected behavior

The issue links should be parsed and link to the associated issues.

Actual behavior

The issue links are not parsed and no links are created.

Additional information

The problem appears related to the size of the Wiki page.
