Tag person in code and get email notifications (BB-12805)

Hi, I'd like to request a feature, its a bit tricky so here it goes:

I'd like to be able to tag a teammate in the source code and that teammate to get email notification about it, for example:

// @nirc - I need you to add another parameter here so I can get the value
or
// TODO : @nirc - I need you to add another parameter here so I can get the value

and then when I push the code to bitbucket, it process it, finds the user that matches @nirc and notify it by mail that he was tagged in file X line Y.

I think this might speed development a little..
