Snippet always links to code in first file (BB-12559)

I have a snippet with multiple files. I would like to link to the third line of the second file. When I click on that line the url updates with a #cl-3 at the end. The screen jumps to the third line of the first file. If I share that link, their screen will jump to the third line of the first file.

The line number link should include the file as well as the line number.
