Dashboard's Overview tab kept refreshing itself on IE11 browser (BB-12738)

This applies to an account that has more than a page of repositories in the Dashboard, and also using IE11.

When users sign in and got into Dashboard's Overview tab, click on the next button below to view more repositories in the list. It will then trigger a bug that causes the overview page to either kept on refreshing itself endlessly (a flicker), might load back to the first page, or both.

Sometimes it manages to load to the next page. But the bug will then trigger if users click next, or previous.
