Add repository setting to disable Pull Requests (BB-13552)

It would be lovely if there was a checkbox to turn on/off Pull Requests for a repository.

This is especially helpful for novel uses of forks.

    For my specific use case, I'm using a repository to track versions of what is essentially a legacy software. (Magento).

    We have to build on top of this instead of using it as a dependency because of ancient programming methodologies.

    That said, I'm forking that project to the individual projects so that each Magento store is a fork of say the magento-ce software - which will always be updated via a push from us, never a PR.

    However, when creating a Pull Request on the forks, it defaults to magento-ce repository.

    While another good option would be not defaulting to the parent of the fork, I honestly don't wish to have Pull Request functionality existing on the parent project at all.

    Given the low interest in this feature since it was raised, and since the team is currently focused on higher priority items, I am closing this issue to reflect that we won't be able to address this in the near future.
