Creating Pull Request fails when users with no write access edit/commit source files. (BB-13426)

Users with no write access to the repository are allowed to create a fork with the changes, as well as creating a pull request to be submitted back to the original repository.

However, there's a bug that cause the process to create that Pull Request to hang, and the cancel button does not work as well:

The fork with the changes is successfully created though.
