expose BB wiki editability when creating repository

    Description

I recently revisited a BB project I haven't used for awhile. In section='Recent activity' on page='Overview', I saw

      HowToUseJira

      Wiki page deleted in tlroche/aqmeii-na_n2o

which surprised me. (It may also reflect a bug in wiki-related notification--see this question.) Investigating that edit (which I hadn't authorized) I noticed that, in the project's Settings>Wiki settings, checkbox=Allow anyone with access to the repository to edit the wiki was set! This seems to be the default for wiki type=Public wiki, since I don't recall ever setting that, and it seems to be set on all my other public projects.

I strongly suspect that most BB project owners/admins expect their public wikis to be publicly readable but not publicly writable: ICBW, but see comments to this issue. Hence I encourage BB to, in some manner, expose the relevant Wiki settings when creating a repository.
