Be able to choose what emails you receive from a pull request (BB-13573)

Currently, when you're added to a PR, you receive emails every time something happens on that PR: commits, approvals, merging, comments, mentions, etc.

Ideally, the user should be able to choose what types of emails they default receive from PRs. Personally, commit emails can get overwhelming and drown out more important emails about comments and mentions.
