Make switching between private and public repos harder (BB-13637)

It's very simple to accidentally change a repo from private to public. For companies using BitBucket to store company secrets and source code, that could be a big issue. Making it a little harder to change that setting, by requiring typing in a word or confirming the change could go a long way to improving usability.
