Error when clicking "view repositories" in plans and billing (BB-13454)

Steps to reproduce:

• Manage a team.
• Click on plans and billing.
• In Direct Access section click "view repositories" to view what each user can view.

The button will keep loading, but with nothing. If you look in the browser console you will see the AJAX request is failing with a HTTP 500 Internal Server Error.
