Open Pull requests by team (Similar to the dashboard) (BB-13732)

There is no way to see open pull requests for a team without iterating over all repos. When you have hundreds of repos this generates a lot of useless hits on the API. Further, there is not way for us to server side sort repos (for example based upon latest commit).
