Feature Enhancement: Add repo private flag to hook payload (BB-13963)

Can we get the is_private flag added to the webhook payload. There are certain decisions that I would like to make based on if the repository is private or not. Adding this to the webhook payload would save me having to setup and call the API to determine this.
