'Change Avatar' button on create new project dialogue box is broken if you are part of only a single team. (BB-15629)

Nothing happens if you click on the button - no popup to add, or change avatar. Seems to only present itself if you are part of only a single team. Only error in firebug that pops up is:
'uncaught exception: query function not defined for Select2 projects-owner-input'
