Description
As of now, users who creates a repository which is set to public with wiki and issue tracker selected will result with a public repository with public wiki and issue tracker. When users change the repository to private, wiki and issue tracker remains public.
But if users change the repository to private then the expectation would be that everything in the repository has become private.
Some better suggestions would be to:
- either give users two flags right upfront that allows users to select what user want to set as private
- or set everything as private and let users open it up.
