Creating a new branch from JIRA / Bitbucket shows new branch as 'merged' (BB-15813)

This happens when you create a new branch from an existing branch that has no updates. If a new branch has been created, it will show immediately as "Merged" in the branch view. This can throw people off if they are looking into branch changes.
