Filtering issues in the Issue tracker gives 404 error (BB-15838)

Steps to Reproduce

1. Go to https://bitbucket.org/site/master/issues?status=new&status=open&page=84
2. Click one of the Open Status values in there

Expected Results

The URL https://bitbucket.org/site/master/issues?status=open opens and users can view open issues.

Actual Results

The URL that opens is https://bitbucket.org/site/master/issues?page=84&status=open

It includes page 84 that the user was in step 1

Since there aren't 84 pages of Issues with the value Open, the user gets a 404 error
