Personal addon web item fails to load in private repository with public issues (BB-16049)

How to reproduce

Really simply: installed this personal addon : https://bitbucket.org/tpettersen/pow-location-3 to your personal account

Then, access a repository which is private BUT has public issue tracking: https://bitbucket.org/rodogu/my-sandbox/addon/pow-location-3/repoPage-1557b00d6cfd77c0f9bd27b9dc4ce9f8

You will get an error screen (See below)

Note that the issue tracking is public, and the add-on is meant to be used for issues only (besides, it wouldn't matter the access restriction would be respected).

Note that the problem is only with the web item, i.e. the REST API already allows querying public issue tracking on private repositories without problem.
