This can be observed when configuring a webhook for a repository.

If we use any URL with a valid IP the field accepts the value and saves it. e.g. http://8.8.8.8/whatever/you/type

If you have an invalid URL like: e.g 8.8.8.8/whatever/you/type (missing http) the UI gives you: "The specified URL is invalid"

If you use an unreachable ip or DNS: e.g. http://<UNREACHABLE_IP>/whatever/you/type the UI gives you: "URL is invalid"

This error only confuses the user. This is an example of this problem: https://community.atlassian.com/t5/Bamboo-questions/Invalid-URL-for-BitBucket-Cloud-Webhook-to-Bamboo/qaq-p/865161

Please consider adding a proper error telling the user that the URL is not reachable.
