After the repository access is granted, user doesn't receive any Email and BB inbox notification

###Summary
Account Notification is enabled but unable to receive email notification nor BB inbox notification when a repository access is granted to the user.

###Steps to Reproduce

1. Go to Bitbucket Settings>Notifications
2. Enable Email Notification
3. Checked My access to a repository or a team changing option
4. Use another Bitbucket account

1. 1. Create a repository
   2. Go to Repository Settings>Access Management
   3. Add the account with the Notification Enabled to the repository

###Expected Results###
Doesn't receive any email notification or Bitbucket Inbox Notification

###Actual Results###
User will receive Email Notification and Bitbucket Inbox Notification which indicate a repository is granted access to the user
