Allow non-Admin users to create Projects or remove requirement

Please update functionality to allow non-admin users to create projects, if you can create a new repository, you should be able to create a new project. If this isn't feasible, can you please make the project field optional when creating a new repository as we don't want to use this feature with the current restraints.
