Description
When I push a commit sometimes that new code comes with a bunch of new tasks. I know if you reference an existing issue with # before the issue number it will automatically create a link to that issue. I am thinking it would be awesome to somewhat reverse that logic.
Make it so that writing a commit message could look like this:

- Fixed failing logic statements for interface class ##+ISSUE: Docs team to update documentation to show new logic##
`
In my mind the ## could be used to parse some internal code that ultimately pulls that line out of the commit message (allowing commit messages to remain concise) and create a new issue in the issue tracker that can be further updated later by someone on the team. Maybe even place the new issue number in the commit message in place of where the actual issue line was.
To the developer the commit message would read as:

- Fixed failing logic statements for interface class. New issues: [#12345|link-to-issue-in-gui]
`
